2. Introduction
Al-Qasim Green University ("the University") is committed to conducting its business with the highest standards of integrity, transparency, and professionalism. As an institution of higher Education, we aim to foster an environment that promotes ethical behavior and compliance with all applicable laws and regulations. This Anti-Bribery and Corruption Policy outlines the University’s approach to preventing bribery and corruption in all forms, ensuring that all members of the University community—faculty, staff, students, contractors, and external partners—understand their roles and responsibilities in upholding these standards.
2. Purpose
The purpose of this policy is to:
- Demonstrate the University's commitment to preventing bribery and corruption.
- Outline the expectations and responsibilities of all members of the University in relation to anti-bribery and corruption.
- Establish clear procedures for reporting and addressing any potential violations of this policy.
3. Scope
This policy applies to:
- All employees of Al-Qasim Green University.
- All members of the University’s leadership, faculty, and administration.
- Students of the University.
- Contractors, and any third parties who interact with or represent the University.
4. Definition of Bribery and Corruption
• Bribery refers to offering, giving, receiving, or soliciting something of value with the intention of influencing the actions of an individual in a way that is improper or unethical. This includes, but is not limited to, offering money, gifts, favors, or services to secure favorable treatment, gain an improper advantage, or influence decision-making.
• Corruption refers to any act of dishonesty, manipulation, or abuse of power for personal or organizational gain. This can include acts such as fraudulent use of resources, kickbacks, or illicit agreements for personal benefits.
5. Prohibited Activities
The following activities are strictly prohibited under this policy:
- Offering or receiving bribes in any form, including money, gifts, or favors, to influence decisions or actions.
- Accepting or offering kickbacks, commissions, or any form of improper payment to secure business advantages.
- Influencing government officials, employees, or any third parties to act in a way that would be contrary to their legal obligations.
- Engaging in conflicts of interest, where personal or financial interests interfere with professional duties.
- Fraudulent behavior in relation to University financial activities, research, or academic processes.
6. Responsibilities
- University Presidency is responsible for promoting a culture of ethics and integrity, ensuring that all staff, faculty, and students are aware of this policy, and taking appropriate action to address any violations.
- All Employees and University Representatives must comply with this policy and avoid any behavior that could be construed as bribery or corruption. They are also responsible for reporting any suspicious or unlawful activities.
7. Gifts and Hospitality
While it is recognized that offering and receiving gifts, hospitality, and entertainment can be a normal part of business and academic activities, such activities should never be intended to influence decision-making or create a conflict of interest. Employees and representatives of the University must adhere to the following principles:
- Gifts and hospitality must be of a reasonable value and not be excessive.
- Gifts and hospitality must not be offered or accepted in exchange for favors or influence.
- Any gift or hospitality should be disclosed to the appropriate University authority if it exceeds a nominal value or if there is any doubt regarding its appropriateness.
8. Reporting Mechanisms
The University encourages a culture of openness and transparency, where individuals feel safe to report any concerns related to bribery or corruption. Any employee, student, or third party who suspects or becomes aware of any instance of bribery, corruption, or unethical behavior is urged to report the matter immediately.
The University assures that all reports will be treated confidentially and that no individual will suffer retaliation or discrimination for making a good-faith report.
9. Investigations and Disciplinary Action
All reported cases of bribery or corruption will be thoroughly investigated. If any individual is found to have violated this policy, the University will take appropriate disciplinary action, which may include dismissal, expulsion, or legal action, depending on the severity of the violation.
10. Training and Awareness
The University is committed to providing regular training and awareness programs for all employees, students, and stakeholders to ensure that they understand the provisions of this policy, the risks associated with bribery and corruption, and the mechanisms for reporting misconduct.
